Fuel consumption (and power consumption) are both defined as the amount consumed per "game second". The speed at which game seconds tick by appears to vary by player. If 40 MW of power usage is reported on the Power Grid screen, and only battery power is available, then 40 MW will be subtracted from the batteries every "game second", which gives a way to measure game seconds.
